Guidelines for Hoist Using on Construction Site

Only authorized employees may use hoists to move heavy objects and equipment. When using construction hoists, remember to follow the five safety guidelines for working with heavy equipment. In addition, follow the guidelines below:

General Hoisting Guidelines For Working With Hoist

•  Never walk, stand, or work beneath a hoist.
• Isolate hoisting area with barriers, guards, and signs, as appropriate.
• Never exceed the capacity limits of your hoist.
• Wear gloves and other personal protective equipment, as appropriate, when working with hoists and cables.
• Ensure that hoists are inspected regularly before each use.
• Ensure that hoists are inspected annually by a certified inspector through EHSD
• Always hold tension on the cable when reeling it in or out.
• When the work is complete, always rig the hoist down and secure it.
• When the load block or hook is at floor level or its lowest point of travel, ensure that at least two turns of rope remain on the drum.
• Be prepared to stop operations immediately if signaled by the safety watch or another person.

Picking Up Loads with Hoists

Ensure that the hoist is directly above a load before picking it up. This keeps the hoist from becoming stressed. Picking up loads at odd angles may result in injury to people or damage to the construction hoist. Do not pick up loads by running the cable through, over, or around obstructions. These obstructions can foul the cable or catch on the load and cause an accident.

Avoiding Electrical Hazards with Hoists

Do not hoist loads when any portion of the hoisting equipment or suspended load can come within 6 feet of high-voltage electrical lines or equipment. If you need to hoist near high-voltage electrical lines or equipment, obtain clearance from your supervisor first.

Inspecting Hoists

Hoists should be inspected daily. If there is any question about the working condition of a hoist, do not use it. Hoist inspectors should note the following:

• The hooks on all blocks, including snatch blocks, must have properly working safety latches.
• All hooks on hoisting equipment should be free of cracks and damage.
• The maximum load capacity for the hoist must be noted on the equipment.
• Cables and wiring should be intact and free of damage.

Contractor Responsibilities on Construction Site

The Contractor shall allow his contract price for his compliance with the requirements of this section and for all other things necessary to complete the required excavation and earthworks. The Contractor will allow and be responsible for making all necessary temporary works complete and safe for the purpose of supporting the excavation. In this respect, the Contractor will conduct site investigations, prepare adequate designs, make statutory submissions, construct, test and monitor and subsequently remove all necessary temporary works to the satisfaction of the Engineer and/or the local Authority.

The Contractor’s method of construction shall comply with the more severe of either statutory limits imposed on lateral and vertical ground movements, construction noise, vibration and air pollution levels, or such limits necessary for the adequate protection and proper functioning of neighboring roadways, buildings and their facilities. The Contractor’s compliance with these limits shall not relieve him of his sole responsibility for all consequential damages to adjoining structures, roads and other properties caused by excavation work.

The Contractor will excavate to the required lines, levels and grades to meet the requirements of the Works and cart surplus excavated material off the Site. The Contractor will protect the exposed faces of the excavation with approved materials and lay all slope protection in proper and timely sequence to suit his method of construction.

The Contractor will take all necessary steps before the commencement of excavation or earthworks to verify and supplement the soil report and any other information provided at tender, to the extent that is required in his method of construction.

The Contractor will conduct pre-commencement site investigation to establish the locations and levels of all existing underground utilities within and surrounding the Site that are affected by the excavation or earthworks, and take all necessary steps either of a temporary or a permanent nature to protect, divert or shut off the affected services to the satisfaction of the local Authority.

All designs, shop drawings, specifications, sequence and schedule of placement of temporary works will be certified by the Contractor’s Professional Engineer. Certified copies of the same will be extended to the Engineer for record purposes. The Contractor will submit the part or the whole of such certified design, drawings and specifications that is necessary to secure from the local Authority the required clearances and the statutory permit to commerce excavation and earthworks. In this respect, he will comply with any other statutory requirements pertaining to temporary works which may be imposed from time to time in the course of Works.

Upon completion of construction operations, the Contractor will remove all temporary works to the satisfaction of the Engineer and/or to the requirements of the local Authority. He will obtain approved fill material, transport, deposit in voids between the face of the excavation and the permanent structure, and compact to the required lines, levels and grades required for the satisfactory completion of the excavation and earthworks. The Contractor may, with the consent of the Engineer, use surplus excavated material as fill provided the material meets the requirements of these specifications.

Safety Requirements for People and Equipment on Construction Site

The Contractor must buy insurance for workers, employees, equipments of the Contractor and then submit them to the Engineer prior to commence constructions. Workers who work at Site have met sufficiently following requirements:

• Old enough as regulated by the Government for each career• .

• Good health certificates are issued by authorized health organizations as required. They are checked health periodically at least once per year: in case they work in height locations, water, hemetic tunnels, or dust and hot places, harmful places, they must be checked health by regulated health organizations. It is not allowed to assign women having pregnance or babies under 9-month age, people being sick (heart, deaf, bad-eyesigh….) or under 18-year-old chidren for above mentioned works.

• Have training and testing certificates that prove their achievements on safety in compliance with each careeer and approved by the company’s directors.

• To be equipped sufficiently personal protective equipments/devices as regulated by working procedure.

It is forbidden to drink beer, alcohol before and during working. When working in high locations, deep tunnels or harmful places, it is forbidden to drink beer, alcohol and smoking.

Workers working in high locations and in deep tunnels must have tool bags. It is forbidden to throw tools, devices to the ground. Only workers who can swim, are allowed to work in river and sufficient boats, lifebuoys and necessary apparatus for first aid as regulated working procedure.

For divers, it is required to implement sufficiently procedures on working, compensating, allowance and health regime.

All boats, lifebuoys and other health apparatus must be inspected in order to ensure the quality prior to use them. Workers working at Site must use appropriately all personally protective equipments granted. It is not allowed to go by sandals, or wooden shoes and they must dress neatly.

When working in over 2-meter places or not reaching that height but many obstacles underneath, workers must be equipped safety ropes or safety protective net in case that there is no working slab with safety baluster.

Construction technicians must instruct how to hang safety ropes for workers. Workers are not allowed to work if they have not been attached with the safety ropes. It is not permitted to construct on two or more floors in the same vertical directions if no protective equipments are installed for workers underneath.

It is not permitted to work on scaffoldings, chimmeys, water caps, electrical columns, bridge’s piers or girders, roof of two-storey buildings, etc, when it is dark, heavy rains, rainstorms, thunders or over 5-grade winds.

After each storm, strong winds, whirlwinds or after suspending constructions for many continuous days, it is required to check safety conditions prior to re-start constructions, especially dangerous places that accidents may happen.

Lighting systems are arranged sufficiently on site for transporting roads, paths and areas that are constructed in the night time. It is forbidden to work in areas that are not installed lighting systems.

When constructing high-location projects, it must have anti-thunder system following current regulations. On site, there must have enough facilities for daily activities, sanitaries for workers such as dispensaries, dining rooms, napping tents, shacks, shelters from raining and shining, places for taking showers, going to stools, monthly periods, etc.

It is required to provide drinking water for workers on site. Drinking water must be met hygiene requirements. Water tank must be tightly covered, faucets or separate water ladles, and drinking glasses or cups .

It is required to have safety diary recording all incidents, accidents, overcoming countermeasures and solutions during constructions, proposals for safety instructed by labor members and investigation members, site safety supervisors’ in order to implement strictly site reports, statistics on labour accidents, occupacional diseases.
